Story

The year is 1991. After the fall of Mad Gear II, Metro City suffered from an abrupt outbreak of gang violence. In the midst of the chaos, one gang arises to the top, the Skull Cross Gang. Their first move as the head of organized crime is to break their leader, Colonel Marshal Black out of prison. With former gangs and powerful crime lords on their side Skull Cross' take over of Metro City is imminent!

Scenario 1: Law and Disorder
Characters: Haggar, Guy, Lucia and Dean
Story: After finishing his training, Guy returns to his home in Metro City only to find the city in utter chaos. He rushes to Mike Haggar's office to get more info on the situation. As they catch up an explosion goes off, Lucia bursts in to notify Haggar that the prison has been broken into and riots are raging! Rushing to the scene they are stopped by a mysterious man claiming to know where the Skull Cross is headed and what they're up to. Reluctant to trust him, Haggar states he has no choice but to go on his word and will grind him into the pavement if he's leading them into a trap. They head off to the police station to take care of the riots in hopes of figuring out where the heart of the madness lies...
